Even with hundreds of roaming agreements, operators are unable to achieve complete worldwide SMS connectivity. Regarding SMS sent to destinations they could not reach they have to:

drop those SMS, leading to revenue loss and unsatisfied customers
forward those SMS to a SMS Relay provider. As standard SMSC could not manage Least Cost Routing processing to several SMS Relay provider, a single or at most two SMS Relay providers are used and the prices are high
